How to measure power ?

Sometimes, a word encapsulates a vertigo. Power is one such word. The moment it is named, it overflows: though central to international relations, it escapes any stable definition, any uncontested measure, any reduction to the instruments that claim to objectify it. And yet, since Thucydides and his famous assertion that “the strong do what they can, and the weak suffer what they must,” the ambition to quantify power has structured strategic thinking. But how can we measure what is not a thing, but a relation? What reveals itself without always being visible? What sometimes operates through absence—a threat, prestige, or capacity for harm—rather than through visible action?
